The Karnataka Legislative Assembly witnessed a tumultuous session on Thursday, marked by protests from the opposition BJP and JD(S) demanding a debate on the alleged fraudulent allotment of sites by the Mysuru Urban Development Authority (MUDA). Despite the chaos, six bills were passed, including the Karnataka Scheduled Castes, Scheduled Tribes, and Other Backward Classes (Reservation of Appointments etc.,) (Amendment Bill), 2024.

Karnataka Legislative Assembly
This bill aims to ensure constitutional rights and social justice in outsourcing employment within government sectors. Law and Parliamentary Affairs Minister HK Patil, while piloting the bill, emphasized its importance in providing equitable opportunities for SC, ST, and other Backward Classes in contract appointments. Additionally, the Assembly passed several other bills addressing land revenue, historical monument protection, and development projects.
The opposition BJP and JD(S) protested from the House well on Thursday, demanding a discussion on the alleged fraudulent allotment of sites to land losers by Mysuru Urban Development Authority (MUDA), including to Chief Minister Siddaramaiah’s wife Parvathi. Six bills were passed by the Karnataka Legislative Assembly on Thursday without any discussion amidst the din.
Karnataka Scheduled Castes, Scheduled Tribes and Other Backward Classes (Reservation of Appointments etc.,) (Amendment Bill), 2024, was one of them. It makes provisions for reservation to give the SC, ST, and other Backward Classes a variety of employment opportunities during the contract appointment process in government departments, boards, corporations, and universities, among other places.
Piloting the bill, Law and Parliamentary Affairs Minister H K Patil stated that its goals are to guarantee everyone’s constitutional rights and to create “social justice” in outsourcing. Additionally enacted was the Karnataka Land Revenue (Second Amendment) Bill 2024. According to Revenue Minister Krishna Byre Gowda, it gives the Revenue Commissioner and Revenue Commission legal status, which was absent from the original act.
Additionally, the Karnataka Ancient and Historical Monuments and Archeological Sites and Remains (Amendment Bill), 2024, was passed. Its purpose is to protect the monuments by granting eligibility for “Smaraka Mitra” status to any company, firm, Limited Liability Partnership concern (LLP) or partnership firm, interested societies or cooperative societies, trusts, Non-Governmental Organizations, or interested individuals.
It was also decided to enact the Karnataka Government Parks (Preservation) (Amendment) Bill, 2024, which stipulates that two acres of land must be made available for the development of Upper Terminal Point (UTP) under the Nandi Hills Ropeway project, using a public-private partnership model for thirty years. The Sri Renuka Yellamma Temple Development Authority Bill 2024 and the Karnataka Medical Registration and Certain Other Law (Amendment) Bill 2024 are two other bills that were passed.
